Director of Human Resources and Administrative Service

Summary: The Director of Human Resources and Administrative Services is responsible for developing, planning and implementing human resource strategies, programs and practices in support of the organization’s mission and strategic objectives. This key leadership position will also oversee the agency’s administrative service functions including facilities management and IT services.


Leadership & Strategy

  • Serve as thought leader and business partner to Executive Director and other org leadership on matters related to organizational effectiveness and HR
  • With ED, create and implement talent and organizational effectiveness strategies that align with LEAP's strategic plan
  • Develops and tracks meaningful HR metrics; communicates with leadership team and others
  • Forecasts future staffing needs based on organizational priorities & market trends; makes related recommendations
  • Works with ED to evaluate organizational structure & recommend adjustments
  • Lead and execute change initiatives
  • Consistently demonstrate integrity and competence; develop trusted relationships will all levels of staff
  • Supervise, coach and develop Administrative assistant

Talent & Performance Management

  • Develop and facilitate employee performance evaluation process
  • Ensure planning, monitoring, and appraisal of employee work results by training supervisors to coach and evaluate employees
  • Develop and implement succession planning strategy

Employee Relations

  • Conduct employee relations counseling including hearing and resolving employee concerns and counseling employees and supervisors
  • Develop, implement employee recognition and retention initiatives
  • Develop and implement internal agency communication strategy
  • Manage ADA / ADAAA accommodation requests
  • Work with leadership team and others to create and support an engaging, high-performance workplace culture
  • Develop and implement Diversity, Equity & Inclusion (DEI) plan

Employee Development & Training

  • Assist in assessing employee training needs; apply and monitor required training programs

Employee Selection

  • Design and implement structured employee selection process;
  • Develop, implement and oversee structured onboarding program

Compensation & Benefits Administration:

  • Develop total rewards strategy; review, revise and implement compensation program
  • Oversees benefits program including renewals, open enrollment, vendor management and benefit administration
  • Administers standard Retirement Plan transactions including pay period contribution calculations and processing employee withdrawals and related applications
  • Manages all benefit reporting including 5500, EEO-1, non-discrimination testing, unemployment and workers’ compensation

Policy & Procedure

  • Maintains, reviews and revises organizational policies and employee handbook (personnel policies)
  • Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations as needed


  • Processes semi-monthly payroll, payroll updates and changes
  • Processes payroll reports; provides ad-hoc payroll reporting as requested
  • Calculates and remits employee and employer benefit contributions


  • Oversees workplace health and safety initiatives and ensures legal compliance
  • Liaison with third party facility vendors (copier, security, landlord, IT, phones, elevator), Reconcile contracts and invoices
  • Manage building security via SystemLink


  • Maintain employee files: general, confidential, payroll and I-9
  • Assist with reviewing time sheets and mileage reimbursement requests


· Bachelor’s Degree in Human Resources or related field

· Proven work experience in an HR leadership position, preferably in a non-profit organization

· In-depth knowledge of labor laws and HR best practices

· Ability to establish priorities and meet specified goals

· Knowledge of issues and needs of persons with disabilities and related resources

· The ability to work well independently, to organize priorities, and to produce identified outcomes

· The ability to communicate clearly and concisely in both verbal and written forms

· Proficient use of computer software, i.e. Microsoft Office, and use of internet

· Must pass drug screening and criminal background checks

· Database and payroll systems experience desired

· Experience working with persons with disabilities is preferred
